President’s Plan Needs to Fix the Health Exchanges

President Obama's health insurance proposal – like both the House and Senate versions of reform – would do much to expand health coverage and improve Medicare. It does not do enough, however, to contain costs. True reform would reduce the cost of health insurance through the competition, economies of scale, and risk spreading achievable through strong and efficient exchanges.
