Social Impact Bonds Fund Expanded Preschool in Utah

A million dollars is being devoted to expanding preschool in Utah.  Interestingly, this expansion is not funded by government, but through social impact bonds from Goldman Sachs and investor J.B. Pritzker.  How will they receive a return on their investment, you may ask?  By the district avoding special education costs down the line, savings will be used to pay them back, plus 5% interest.  Here's a picture detailing the process:
